Jammu & Kashmir and Ladakh Affairs

The Department of Jammu, Kashmir and Ladakh Affairs deals with all matters relating to the Union Territory of Jammu and Kashmir (UT of J&K) and Union Territory of Ladakh (UT of Ladakh), including counter-terrorism within Jammu and Kashmir (J&K) and coordination with respect to subjects/matters, except those specifically allotted to any other Ministry/Department of the Government of India. The Department also coordinates with various Ministries/Departments for the accelerated implementation of various flagship schemes and individual beneficiary centric schemes of Government of India, major projects of economic and social importance including the Prime Minister’s Development Package (PMDP) in J&K and Ladakh.

Role & Function

Role & Function

Department of Jammu, Kashmir and Ladakh Affairs deals with the UT of Jammu & Kashmir and UT of Ladakh, administration of the Armed Forces (J&K) Special Powers Act,1990 (21 of 1990) and all matters relating to UT of Jammu & Kashmir and the UT of Ladakh, including counter-terrorism within Jammu and Kashmir and coordination in respect of subjects/matters specifically allotted to any other Ministry/Department like coordination with Ministry of Defence as regards manning and managing the line of control between India and Pakistan, but excluding those with which the Ministry of External Affairs is concerned. It is also responsible for review of the implementation of the Prime Minister's Development Package -2015 by various Central Ministries/departments of the Govt. of J&K and administration of the UT of Ladakh. The Department also coordinates with various Ministries/Departments, primarily concerned with development and welfare activities in the UT of Jammu & Kashmir and the UT of Ladakh.

  • Languages of the UT of J&K -  A number of languages are spoken in Jammu and Kashmir such as Kashmiri, Urdu, Dogri, Hindi, Punjabi, Pahari, Gojri, Shina, Balti, Pashto etc. Government has notified Kashmiri, Dogri, Urdu, Hindi and English as official languages of J&K .
  • For administrative purposes, the State is divided into two Divisions, namely Jammu and Kashmir. The divisions are further sub-divided into 22 districts viz. Jammu, Kathua, Samba, Poonch, Rajouri, Udhampur, Reasi, Ramban, Doda, Kishtwar in Jammu Division and Srinagar, Anantnag, Pulwama, Kupwara, Shopian, Ganderbal, Bandipora, Baramulla, Budgam, Kulgam, Leh, Kargil in Kashmir Division.
